我大致可以给你一个框架
第一段withthedevelopmentof……,moreandmorepeopleareconcernedabouttheproblemthat+主题句.aordingly,后接伴随问题的新问题isbeingmoreandmoreserious
第二段confrontedwiththe+问题或现象，weshouldtakeaseriouofeffectivemeasurestocopewiththeproblems.firstly,secondly,thirdly,随你发挥了
第三段，就是提出自己的观点看法了。asfarasiamconcerned/asfarasicansee/formmyownview,thebestwayis……接着陈述自己这样认为的理由了
以上是针对作文要求你针对不好的现象提出解决方案的
下面这种则是针对议论型的
第一段whenitesto+题目要求的观点，somepeoplearguethat+一个关于观点的句子。然后后面接着写这些人这样认为的理由
第二段写与前面这个观点相反的观点。while/onthecontrary,otherpeoplehaveadifferentopinion,+一个关于这个观点的句子。后面接着写理由。
第三段也是陈述自己的看法
