首先，应该告诉市民，要关注每一件环保的事，积极做环保工作，不要随手扔垃圾、看到垃圾要及时捡起。其次，要把废旧电池该扔哪的问题解决好，应该把这件事给做得更完善：在一些地方分放一些回收废旧电池的筒，每天都有专门负责的人去取。这样一来，不管是住在偏远地区，还是住在热闹的地方，都可以很方便的把废旧电池处理了，再也不会发生人们不知道废旧电池怎么处理，就把废旧电池扔进垃圾箱里的事了。最后，政府应该增加一个环保工作者的职务，让更多的人投身于环保工作当中!
